Conclusion

Realistically, reform must start from outside, as vested interests in agency survival are strong. To make advances in streamlining the current (non-) system, existing circles of institutional patronage need to be broken. This requires a summit-level initiative that goes beyond the level of ministers (who are likely to defend Ĺtheirĺ international organisation). The many global tasks confronting world political leaders today ľ such as poverty reduction, global health, education for all, a clean environment ľ cannot be solved when yesterdayĺs institutions duplicate with new players. New approaches to global governance require a more inclusive, representative, and simplified system of multilateral development finance.

Aid effectiveness without a gender equality and women's rights perspective will not lead to effective development and will not contribute to reduce poverty, inequalities and the achievement of the MDGs.

The Aid Effectiveness process continues towards 2010 by which time the Paris principles will need to be met

To deliver donorsĺ commitment to increase Official Development Assistance (ODA) to 0.7% of their GNP. In addition, aid should be additional to debt relief, and should be in ther form of grants, not loans.

"It is not about effectiveness, it is about making aid more efficient for donors and financial institutions. Being efficient is not bad per definition, but it is a different concept from effectiveness. Enrolling a large group of girls in school in a short period of time is not effective aid when the quality of education is poor. They don't learn anything."

The Reality of Aid Secretariat noted in its 2008 report, "The reality of aid in 2008 is that it continues to fail to promote human development for the eradication of poverty, based on the core values of human rights, democracy, gender equality and environmental sustainability. This is despite the appearance of progress in the form of high-profile debt cancellations, new aid pledges, and the signing of the Paris Declaration on aid effectiveness."

Bishop Dandala said that Churches and international faith-based organisations long for the day when aid is not necessary and they are demanding justice and real development for the poor, not bad charity.
